Azure FinOps
Turn your Azure bill from a surprise into a managed, predictable line item
Cloud spend rarely gets out of control all at once — it drifts. A test environment nobody shut down. Oversized virtual machines provisioned "to be safe." No one clearly owns which team's workload is driving which cost. By the time finance asks why the Azure bill doubled, there's no single answer, because no one has been watching continuously. SiS runs an ongoing FinOps program that brings visibility, accountability, and continuous optimization to your Azure spend — so cost becomes something you manage on purpose, not something that happens to you.
This is not a one-time cost-cutting exercise. It's a structured, ongoing program covering visibility, optimization, and governance — delivered by a Microsoft Solutions Partner with an Azure specialization.
The problem organizations run into
- No visibility into what's driving cost. Without consistent tagging and reporting, nobody can say with confidence which team, project, or workload is responsible for which part of the bill.
- Resources running that nobody needs. Dev and test environments, unattached disks, and idle virtual machines quietly accumulate cost long after the work they supported is finished.
- Oversized resources by default. Workloads are often provisioned larger than they need "just in case," and never right-sized once real usage patterns are known.
- Reactive cost management. Cost gets attention only when finance flags a bill that's grown too large — at which point the fix is rushed and disruptive, instead of gradual and planned.
- No shared accountability. Without clear ownership and budgets per team, engineering has no incentive to optimize, and finance has no lever to influence spend before the invoice arrives.
Our approach
We run this as one connected program across three phases — with the third phase running as an ongoing managed service, because FinOps is a continuous discipline, not a project with a fixed end date.
Phase 1 — Cost Visibility Assessment (typically 2–4 weeks)
We establish exactly where your money is going today, and why.
- Full Azure cost and usage analysis across all subscriptions and resource groups
- Tagging strategy review and gap analysis — where cost can and can't currently be attributed to a team or project
- Identification of waste: idle resources, unattached disks, oversized VMs, and orphaned services
- Benchmarking against Microsoft's FinOps Framework maturity model
- A cost visibility report showing exactly where spend is going and where the quick wins are
You leave this phase with a clear, itemized picture of your current Azure spend — not an estimate, the actual breakdown.
Phase 2 — Optimization & Governance Setup (typically 4–8 weeks)
We fix what the assessment found, and put structures in place so the same waste doesn't reaccumulate.
- Right-sizing of over-provisioned virtual machines and databases based on real usage data
- Reserved Instance and Savings Plan recommendations, sized to your actual, sustained usage patterns
- Automated shutdown scheduling for dev/test environments outside business hours
- Tagging policy implementation and enforcement via Azure Policy, so every resource is attributable going forward
- Budget and alerting configuration per team or department, so overspend is caught early, not after the invoice
Phase 3 — Ongoing FinOps Management (continuous, monthly cadence)
Cost optimization isn't a one-time fix — usage patterns change, and without ongoing attention, waste creeps back in.
- Monthly cost review meetings with clear ownership assigned per finding
- Continuous right-sizing recommendations as workloads and usage evolve
- A cost dashboard your finance and engineering teams can both read, showing spend by team, project, and trend over time
- Quarterly reporting tying cost trends directly back to business activity, so spend is explainable, not just visible

What's included
| Component | What you get |
|---|---|
| Cost Visibility Assessment | A full breakdown of current spend, waste, and tagging gaps across all subscriptions |
| Resource Right-Sizing | Virtual machines and databases resized to match real usage |
| Reserved Instance & Savings Plan Strategy | Commitment-based savings sized to your sustained usage |
| Tagging & Policy Governance | Enforced tagging standards via Azure Policy for full cost attribution |
| Budgets & Alerting | Per-team budgets and early-warning alerts configured in Microsoft Cost Management |
| Ongoing FinOps Management | Monthly reviews, continuous optimization, and quarterly reporting |
What you can expect to gain
- A predictable Azure bill — cost trends are visible and explainable before the invoice arrives, not after
- Eliminated waste — idle and oversized resources are found and fixed, not left running by default
- Real savings on committed usage — Reserved Instances and Savings Plans sized to what you actually use, not a guess
- Clear accountability — every team can see, and is responsible for, its own share of spend
- A cost culture, not a cost event — optimization becomes routine instead of a fire drill every time finance asks a question
Is this the right fit for you?
This program is built for organizations with meaningful Azure spend who don't have full visibility into where it's going, or who've been surprised by their bill before. It's especially relevant if any of the following is true:
- Nobody can confidently say which team or project is driving a given portion of your Azure spend
- Your Azure bill has grown faster than your workload count would explain
- Dev/test environments or old projects are still running with no one actively managing them
- Finance and engineering don't currently have a shared, reliable view of cloud cost
- You're paying on-demand rates for workloads that run continuously and predictably

Typical timeline
| Weeks | Focus |
|---|---|
| 1–4 | Cost Visibility Assessment |
| 3–10 | Optimization & Governance Setup |
| Ongoing, monthly | FinOps Management: reviews, optimization, reporting |
Phase 3 is delivered as an ongoing managed service — most clients continue this indefinitely, since usage patterns and cost opportunities keep evolving as the environment grows.
What you'll walk away with
- A full cost visibility report with an itemized breakdown of spend and waste
- Right-sized resources and a Reserved Instance/Savings Plan strategy in place
- Enforced tagging standards and per-team budgets with active alerting
- A live cost dashboard shared between finance and engineering
- A monthly review cadence and quarterly reporting, going forward
Common questions
Will right-sizing or shutting down resources risk breaking anything in production?
No. Recommendations are based on actual usage data, and changes are validated with your team before anything is implemented — production workloads are handled with appropriate caution, dev/test environments more aggressively.
We already get Azure Advisor recommendations — isn't that enough?
Advisor gives generic recommendations without context on business priority or team ownership. This program adds the tagging, accountability, and ongoing review process that turns those recommendations into decisions that actually get made.
Can this run alongside a migration or modernization project we're already doing?
Yes — in fact, that's an ideal time to start, since cost governance is far easier to build in from the start of a migration than to retrofit afterward.
About SiS
SiS is a Microsoft Solutions Partner with an Azure specialization. We treat cloud cost as an ongoing discipline, not a one-time cleanup — because the same drift that created the problem the first time will create it again without continuous attention.
